City Council Meeting Minutes
April 9, 2012

The City Council of the City of Lavaca met for a regular monthly meeting Monday, April 9, 2012, at City Hall in Lavaca. Board members present were Mayor Hugh Hardgrave, Aldermen Mike Ray, Benny Hunter, Rick Edgerton, Jeff Price, Kenny Hobbs and Jack James, Attorney John Verkamp and Recorder Susan Weaver. Visitors present included representatives from various sanitation service companies, Phil Beshoner, Ed Bitticks, Denora Coomer, and Mr. Douglas.

The meeting was called to order at 7:00 p.m. Phil Beshoner led the Pledge of Allegiance. Kenny Hobbs led in prayer.

The Council approved the minutes of the March meeting as presented. (KH/BH)

Phil Beshoner presented the police report for the month of March. The department reported 299 calls with 7 arrests and 57 traffic stops with 14 traffic tickets issued, 3 criminal tickets issued and 43 warnings.

Kenny Hobbs reported 21 EMS calls and 3 fire calls in the month of March.

After applying for and being denied funding to build sidewalks with Safe Routes to School monies, the Mayor asked the Council to consider the City building ADA compliant sidewalks on West Main from the intersection with 96 Highway to Kelly Circle. The Mayor would like to design the entire project and construct it in three or four stages. Jack James made a motion to hire Mickle Wagner Coleman Engineering firm to design the project in its entirety and solicit bids for the first phase which would extend from the Highway 96 intersection to the Covenant Mobile Home Park. Kenny Hobbs seconded the motion, all members present voted yes. Motion carried.

The Council approved renewal of a lease agreement with the Lavaca Telephone Company on the Triangle park property (Welcome to Lavaca). (BH/JP) The agreement is for ten years at $1 per year.

Waste Management’s contract to provide residential trash service within the City of Lavaca expires May 31, 2012, requiring the City to solicit bids for a new three year contract period. Bids were opened April 5 at the study session:

• Waste Management

$9.94/active household

• MSG Waste

$10.15/active household

• Altes Sanitation

$9.65/active household

• River Valley Waste

$9.95/active household

After some discussion and praise for Waste Management’s professional service over the past several years, Rick Edgerton made a motion to accept the low bid from Altes Sanitation. Jack James seconded the motion with all members present voting yes. Motion carried.

Denora Coomer introduced herself as a candidate for the position of Sebastian County Circuit Clerk, stating that she was running on a platform of leadership, experience and ethics.

The Council voted to pay the bills for the month of April. (KH/RE)
